SparkWeb should get the crossdomain.xml file from the http binding port

Description

SparkWeb is currently requesting the crossdomain.xml file from port 5229. Some installations may prefer to use the http binding port to get that file. We need to change SparkWeb so that it can be configured to get that port from 5229 or the http binding port (or may be some fallback mechanism)
