User search window should list fields specified in the data form

Description

The user search window is listing the fields in the IQ and ignoring the ones in the data form extension. We need to merge and list them all.

Created ENT-360 for the UI work that needs to be considered.

This issue was reopened since the UI part is not done yet. The functionality is done but we have to be sure that UI designers are fine with it or give a better UI solution.
