Plugins that failed to be unloaded are reloaded

Description

After removing a jar file the plugin must be unloaded from memory. If for some reason the plugin fails to be unloaded the PluginManger is loading it again and the plugin becomes active again. We should not restart the plugin but just keep trying to remove it.
