Allow to add new items to disco#item replies sent to bare JIDs

Description

Create UserItemsProvider interface to be used by IQDiscoItemsHandler that will let devs dynamically add more items to the reply for disco#items sent to bare JIDs of users.

This new feature was implemented by Armando as part of the GSoC project.
