Send <system-shutdown/> stream error condition when shutting down the server

Description

Before closing active connections the server should send a <system-shutdown/> stream error condition when it is being shutdown.

From the XMPP spec:

<system-shutdown/> – the server is being shut down and all active streams are being closed.
