XEP-0202 Entity Time should respect Daylight Saving Time

Description

Currently only the raw offset is returned in the <tz> element, i.e. without daylight saving time.

E.g. for Central European Time the returned offset is currently +01:00 although in reality it is +02:00 in the summer months.
